3.      APPEARANCE OF INTERESTED CITIZENS, NEIGHBORHOOD
         ORGANIZATIONS AND ADVISORY COMMITTEES

4.      PUBLIC HEARINGS:  Hearings begin at 5:30 p.m. unless
         otherwise noted.  The statement of criteria will be read at
         the beginning of the hearings.

4.1      Comprehensive Plan Change/Zone Change No. 07-10  for property located
           in the 2400 Block of Fisher Rd  NE (Lisa Anderson; lmanderson@cityofsalem.net)
           To change To change the Salem Area Comprehensive Plan map designation from
           "Single-Family Residential" to "Multi-Family Residential" and the zone district from
           RA (Residential Agricultural) to RM2 (Multiple Family Residential) for property
           approximately .57 acres in size and located in the 2400 Block of Fisher Road NE
           (Marion County Assessor's map and tax lot number 072W18CC04500).
           Recommended Action: Adopt Report

4.2      Comprehensive Plan Change/Zone Change No. 08-2 for property located at the 
           4963 Center St NE  (Pamela Cole; pcole@cityofsalem.net)
           To change the Salem Area Comprehensive Plan designation from "Developing
           Residential" to "Multi-Family Residential" and change the zoning from Marion
           County UT-5 (Urban Transition) to City of Salem RM1 (Multiple Family Residential)
           for property approximately 1.61 acres in size and located at 4963 Center St NE
           (Marion County Assessor's Map 072W29BA, tax lot 00200).
           Recommended Action:   Adopt Report

4.3     Continued Hearing - Proposed Text Amendments to Salem Revised Code Chapters
          20C, 120A, 137, 138,143B, 143C, 143D and 148 to reflect design review being
          a duty of the Salem Planning Commission and returning the Historic Landmarks
          Commission to its original name (CA No. 07-7) (Pamela Cole; pcole@cityofsalem.net)
          To amend SRC Chapters 20C, 120A, 137, 138,143B, 143C, 143D and 148 to move
          non-historic design review duties from the Historic Landmarks and Design Review
          Commission to the Salem Planning Commission and return the Historic Landmarks
          and Design Review Commission to its original name, the Historic Landmarks Commission.
          Recommended Action:  Approve

 4.4    Continued Hearing - Proposed Text Amendments to Salem Revised Code Chapter
          120A to change the appeal body for Type II and Type III Historic Design review
          decisions from City Council to the Hearings Officer  (CA No. 07-8) (Pamela Cole;
           pcole@cityofsalem.net)
          To provide that appeals of Type II and Type III Historic Design Review Decisions of
          the Historic Landmarks and Design Review Commission shall be heard by the Salem
          Hearings Officer and appeals of demolition permit decisions shall continue to be
          heard by Salem City Council.
          Recommended Action:   Approve
