Description

On December 1, 2004, the Urban Renewal Agency began an environmental clean-up program on the site of the former Fred’s Fairgrounds Service Station.  The property, at 2385 Fairgrounds Road NE, was obtained through condemnation to remedy hazardous conditions and neighborhood blight. 

In partnership with the Oregon State Department of Environmental Quality (DEQ), the US Environmental Protection Agency (EPA) the Urban Renewal Agency, and the Oregon Economic and Community Development Department (OECDD), the City's Consultant, GeoEngineers, analyzed site conditions and began excavation of the contaminated soil on April 24, 2006. 

Due to finding more contaminated soil than anticipated, the project was placed temporarily on hold while additional funds were obtained from state and federal sources to complete removal of the contaminated soils.  Excavation and backfilling was wrapped up in the last week of May 2006.  Subsequent groundwater and soil testing, both on the site and downstream, has given the green light to close the case and put the property on the market for redevelopment.

A letter of No-Further-Action was received from Oregon Department of Environmental Qualilty in October 2007 and the property is being marketd for sale to a commercial user.
