An innovative collaboration between the State of Oregon and the City of Salem, the Mill Creek Corporate Center (MCCC) provides for regional economic development while minimizing impacts to the environment. Mill Creek is comprised of 650 acres of relatively flat land in Southeast Salem located along Kuebler Boulevard with easy access to Interstate 5 and Highway 22.
The property’s Employment Center (EC) zoning allows for a mix of uses including warehouse distribution, light manufacturing, business park and up to 20 acres of commercial services on a variety of lot sizes. Phases 1B (146 acres) and 1C (52 acres) are “shovel ready” certified and are actively being marketed by SEDCOR, the City, and the State for development. In late 2007, Jones Development, LLC acquired an 8 acre parcel located in Phase IC and construction of a 50,000 SF distribution center for Federal Express is underway.
Master developer, Capstone Partners, plans to acquire and develop the bulk of Phase IA (184 acres), south of Phase IB and IC. Capstone will master plan, subdivide, and develop the Phase 1A property in phases, beginning with a 40 acre parcel in the northern portion of IA. Expected to begin in 2009, Capstone’s first phase will include approximately 600,000 sq. ft. of business park/ flex space / light industrial /manufacturing and a small amount of commercial / retail to serve the employees working at the site. The developer estimates their initial phase will provide 644 permanent jobs and a real market value of $52 Million.
Today, site designers know sustainable environmental practices can enhance the prospects for economic prosperity. The goal at Mill Creek is to promote high quality development that preserves and protects the area’s natural amenities and environmentally sensitive areas. When the site is fully developed over 100 acres of open space will be enhanced to provide stormwater retention and wetland mitigation for the surrounding development. Restoration of the open space area will be completed in phases, to keep pace with the development.
When complete, the Mill Creek Corporate Center is expected to generate $400 Million in private investment and create over 5,000 new jobs over the next 15-20 years.
