Following a public hearing on August 27, 2007, Council adopted the Ordinance approving the South Waterfront Urban Renewal Area on September 4, 2007. The area will be effective October 10, 2007.
The Plan will facilitate the improvements to the transportation and pedestrian systems in the Area, provide for riverfront access, daylight Pringle Creek, improve the pedestrian and bicycle system on Minto Island, provide streetscape and bike lane improvements in the Area, and allow for development and redevelopment incentives to facilitate the Area’s development in alignment with the goals and objectives in the Plan, and in accordance with the City’s Comprehensive Plan and land use regulations.

On October 23, 2006, City Council approved funding for the Urban Land Institute Panel's recommendation for a feasibility study of a proposed South Waterfront Urban Renewal Area (URA) and funding for a comprehensive plan and zone change to allow for the eventual mixed-use redevelopment of the area. The Urban Renewal Area question will be determined first.
The feasibility of the “South Waterfront” area included the Boise property and its vicinity. The feasibility study was presented to the City Council in on March 19, 2007. As part of that discussion, the City Council directed staff to prepare an Urban Renewal Plan and Report for most, but not all, of the area studied and added the area on Minto Island in Boise’s ownership. The boundary was confirmed by Council on April 23, 2006. An Urban Renewal Plan and Report were developed in response to the Council’s direction.
The South Waterfront Urban Renewal Area was discussed at the July 11 meetings of both the CAN-DO and SCAN neighborhood associations. The Planning Commission held a public hearing on this matter on August 7. The Urban Renewal Agency considered the proposed South Waterfront URA on August 13 and the City Council held a public hearing on the subject on August 27.
