The Utility Billing E-payment system will be unavailable every Saturday morning between 2:45 a.m. and 5:15 a.m. due to maintenance.

If you have received a shut off notice or need to have payments posted immediately, please call Customer Services Utility Billing at 503-588-6099 or pay in person at the Civic Center, 555 Liberty Street SE, Room 230.

New Paperless Billing for Utility Customers – Go Green!

Try our new City of Salem Utility Billing website and enroll for paperless billing!  Our new website can be accessed on smart phones, tablets, and computers, and offers the following features to Salem utility customers:

  • Go paperless by electing to receive online bills
  • Receive electronic notifications
  • Make online payments
  • View current and prior bills
  • View account information and history

 Visit the new website and register Image link to View Account and / or make a payment.

For registration, you will need a copy of your utility bill with the utility account number and security code, located in the upper right corner.  Once you are registered, you can access your online account with your personal login and password.

To get started:

  • Create a profile by selecting the Register button.  Fill out the form, agree to the terms and conditions, and click Submit. 
  • Complete your registration process by following the instructions sent to the email address you provide in the registration form.  
  • When your registration process is complete, associate your utility accounts to your profile.  You will need your account number and security code, both located in the upper right corner of your utility bill.
  • Select your billing option – online only (paperless) or continue to receive paper bills.
  • Agree to the Terms and Conditions and select Submit.

It’s that simple!  Now you can view current or prior bills, pay online or view other payment options, and view account information and history!

Payment Options
Online payments can be made with Visa, MasterCard and eChecks.

If you are having trouble making a utility billing payment or accessing your account, please contact the Public Works Department.

Browser Requirements (effective May 14, 2011)
In order to  make an online payment for your utility bill, you must be using one of the following browsers: Firefox version 3.5; Microsoft Internet Explorer 6.0, 7.0, or 8.0; Netscape Navigator version 7.0 Chrome version 10 or Safari version, 3.2.1. Also, your browser must be enabled for both JavaScript and Cookies. To enable your browser for JavaScript or Cookies, please consult your browser documentation.
