Downtown Revitalization Strategy


Work to create a downtown housing project of 100 market-rate units in the core downtown area.



Status Update

Staff is actively working to promote downtown housing. A mix of 275 condominiums, apartments, and townhomes are expected to be completed in the next few years in downtown Salem. Most of the projects contain a mix of uses and include:

  • Bishop Building (145 Liberty Street NE): 8 large loft apartments - Completed 2006
  • Salem Arts Building (155 Liberty Street NE): 13 apartments - Completed 2006
  • Metropolitan Building (160 Liberty Street NE): 14 apartments - Residential Units Complete - Under Lease-up - 50% Leased
  • 295 Church Street SE (Church and Trade): 27 condominiums - Planned Completion Fall 2008
  • The Meridian (Commercial Street at Mission): 89 condominiums - Planned Completion Fall 2008
  • Site B – YWCA Project (1200 Broadway NE): 54 affordable rental units; 1 market rate unit - Resdential Currently Under Lease-up.
  • Site A - (1195 Broadway NE): 21 apartments; 16 for-sale
  • Anderson Building - Exterior Renovation Complete.  1st Phase Ground Floor Commercial Space 50% Leased

A. Create a downtown Economic/Business Improvement District.
C. Continue efforts to decrease the downtown vacancy rate.
D. Pursue a rubber-tire trolley for the downtown area.
E. Implement downtown streetscape improvements.
F. Work to create housing projects to add 100 units of workforce housing in the downtown core.
G. Implement the Urban Land Institute recommendations for the Boise property.
H. Develop the Vision 2020 Master Plan for the core area.
I. Build a new parking garage in the downtown area.
