Downtown Revitalization Strategy


Continue efforts to decrease the downtown vacancy rate.



Status Update

Downtown Commercial Area Inventory - The Urban Development Department has initiated an inventory of buildings, businesses, and residences in the Downtown Commercial Areato provide a foundation for describing, understanding and potentially enhancing the economy and business mix in the downtown core.  Staff will be itemizing buildings, businesses, and residents in late April through early May.  When completed in late summer of 2008, the data will be used to assess Parking District assessments, provide regular updates on vacancies, and identify potential locations for Toolbox assistance.  In collaboration with Go Downtown Salem!, the data may also be used for marketing, retention, recruitment, and tracking of businesses in the area.

Redesigning City’s Business Web Page - Urban Development led a redesign of the City’s Business Web Page – the interface through which industrial, commercial, and retail businesses access information of interest about the City.  The redesigned website was launched in March.  See www.cityofsalem.net/business/business.html .

Business Investment Manager -  The Business Investment Manger strengthens the Department’s efforts to inform, guide and assist private developers/investors in applying for financial assistance through Department programs and/or other public and private financial resources.

Additional Downtown Revitalization Strategies
A. Create a downtown Economic/Business Improvement District.
B. Work to create a downtown housing project of 100 market-rate units in the core downtown area.
D. Pursue a rubber-tire trolley for the downtown area.
E. Implement downtown streetscape improvements.
F. Work to create housing projects to add 100 units of workforce housing in the downtown core.
G. Implement the Urban Land Institute recommendations for the Boise property.
H. Develop the Vision 2020 Master Plan for the core area.
I. Build a new parking garage in the downtown area.
