Economic Development Strategy


Continue with strategies to further reduce Salem’s unemployment rate.



Status Update

The City enters into an annual contract with the Strategic Economic Development Corporation (SEDCOR) to provide business retention, expansion and recruitment services focusing on “traded” section businesses. City staff also provides direct support to SEDCOR to assist with recruitment visits, business inquiries and business expansion activities.

Implementation of the Master Plan for the Mill Creek Corporate Center continues in an effort to bring properties online for sale and development. City staff actively participated with the State Department of Administrative Services (DAS) in the sale of 1B, and parcels in Phase 1C. Staff has worked with the State to select a Master Developer for 1A, to finalize the CC & Rs, and to complete their Design and Development Agreement so active construction can begin. The City continues to participate in designing and planning construction projects for water, sewer, storm water, wetlands, and transportation projects with the State.

The City also provides support to SEDCOR by responding to Business solicitations from site selectors and the Oregon Economic and Community Development Department (OECDD). Staff has worked closely with SEDCOR to provide technical support to certify the Gaffin Road property, placing it on the Governor’s list of Certified Industrial Land “shovel ready” sites.

Additional investment and job creation is provided through Enterprise and E-Commerce Zone Benefits. An Electronic Commerce Zone designation through a competitive process which allows for a state income tax and excise tax credit in addition to a property tax abatement.

Salem MSA: March 2005 - 7%
Salem MSA: July 2007 - 5.4%

Additional Economic Development Strategies
B. Increase support for Urban Renewal projects.
C. Redevelop the Hollywood Station site so it becomes an anchor for North Salem redevelopment.
D. Work with Willamette University and others to draw more track and field and other sport championship events to Salem on a regular basis.
E. Partner with universities, the State, Salem Hospital, SEDCOR and others to attract more family-wage jobs to Salem.
