Efficiency In Government Strategy


Use outsourcing as an option for vacancies when the city is unable to successfully recruit due to labor market shortages.



Status Update

In September of 2006, the city began to transition large print production jobs to Oregon State University.  City printing infrastructure for complex print jobs was out of date and the cost to update the necessary equipment was prohibitive.  Currently staff is evaluating the existing contract with Oregon State University and exploring additional options for printed materials. 

Additionally, the city is currently hiring contract Information Technology staff due to a shortage of database skills in the labor market.

Additional Efficiency In Government Strategies
A. Adopt market-rate bilingual pay incentives for city employees.
B. Privatize city services when feasible, considering operational needs and the ability to achieve major financial savings.
D. Partner with the private sector on streets and other infrastructure projects.
