The Development Services Section of the Public Works Department takes the lead role in seeking opportunities to partner with the private sector on the installation of public infrastructure. Staff will continue to seek these opportunities and undertake them on a project-specific basis, whenever possible. Another aspect of partnering involves educating the public as to the significant extent private development provides public infrastructure.
- Recent examples:The Bailey Ridge development has nearly completed $2 million in improvements to River Road S from Croisan Creek Road S to Illahe Hills Road S/Country Club Drive S.
- Southern Heights and Wallace Ridge are currently constructing Mildred Lane SE from Lone Oak Road SE to Liberty Road S. Wallace Ridge is also adding left turn lanes from Liberty Road S to Mildred Lane SE.
- Brush College Heights overlaid Nautilus Street NW, Ellen Street NW, and Kurth Street NW in West Salem, valued at approximately $100,000.
- Bella Cresta is beginning construction of a left turn lane from Skyline Road S to Davis Road S and improvements to lower the vertical curve of Davis Road S by 13 feet, which will greatly improve visibility and traffic safety, as well as 1,000 feet of frontage improvements.
- Pactrust has been required to provide a four- to five-lane section along Kuebler Boulevard SE between Commercial Street SE and Interstate 5.
- Mill Creek Industrial Park developers will provide approximately $14 million in street improvements in Southeast Salem.
Staff continues to implement previously planned and agreed to efforts. These include new developments in south Salem using temporary access fee agreements related to Champion Hill Reservoir, and on Croisan Mountain with a joint venture of five developers for the construction of Croisan Reservoir and its related water main and pump station infrastructure.
