Infrastructure & Maintenance Strategy


Widen Kuebler Boulevard.



Status Update

This project will widen Kuebler Boulevard SE, adding an additional westbound travel lane and needed turn lanes from the interchange at I-5 to Commercial Street SE. New traffic signals will be installed at the intersections at 27th Street SE and Battle Creek Road SE. Council approved requiring the widening of the eastbound direction from private development. The total project cost is $5.1 million (FY07-08) through a combination of $2.5 million in Federal Funds and $2.6 million in Transportation System Development Charges. The project is currently in design, with construction planned to begin in summer 2008 and completion in 2009. Emerging issues involving stormwater quality compliance with the Endangered Species Act may result in higher project costs and delays in the beginning of construction. This project will require coordination of City construction project (westbound) with private development improvement requirements (eastbound). A project to continue the widening through the Sunnyside Road SE intersection is being considered for a potential November 2008 bond measure.

Additional Infrastructure & Maintenance Strategies
B. Continue efforts to establish a new Willamette River bridge.   I. Complete the crosswalks in schools and spend more on pedestrian access.
C. Build a Minto-Brown pedestrian/bike bridge.   J. Reprioritize CIP street and parks projects to focus on areas of high growth.
D. Implement the Save Our Streets Committee recommendations for street maintenance.   K. Develop Marine Drive as a part of the third bridge over the Willamette.
E. Implement and fund the deferred maintenance plan for city-owned facilities.   L. Pursue a bond measure for street improvements.
F. Airport air service and infrastructure.   M. Resurface Sunnyview west of the Fairgrounds.
G. Pursue grants for railroad bridge rehabilitation.   N. Improve maintenance work on Olinger Pool, contingent upon participation by the Salem-Keizer School District.
H. Improve traffic mobility.
