Continue efforts to establish a new Willamette River bridge.



Status Update

The Salem River Crossing Environmental Impact Statement (EIS) effort is underway. The Task Force and Oversight Committee process has defined the full range of alignment alternatives for consideration. Evaluation of the various alternatives has begun. Efforts also include developing a funding strategy to build the new crossing which includes requesting congressional and legislative representatives to seek federal and state funding to finish the EIS process and then secure funding to progress into design, right-of-way acquisition, and construction.

The total current project budget for the EIS is $2.5 million in combined federal, state, and local funding. Up to an additional $2 million is needed to complete the EIS. A preferred alternative is expected to be identified by mid-2008, with a federal record of decision planned for mid-2009.

Additional Infrastructure & Maintenance Strategies
A. Widen Kuebler Boulevard.   I. Complete the crosswalks in schools and spend more on pedestrian access.
C. Build a Minto-Brown pedestrian/bike bridge.   J. Reprioritize CIP street and parks projects to focus on areas of high growth.
D. Implement the Save Our Streets Committee recommendations for street maintenance.   K. Develop Marine Drive as a part of the third bridge over the Willamette.
E. Implement and fund the deferred maintenance plan for city-owned facilities.   L. Pursue a bond measure for street improvements.
F. Airport air service and infrastructure.   M. Resurface Sunnyview west of the Fairgrounds.
G. Pursue grants for railroad bridge rehabilitation.   N. Improve maintenance work on Olinger Pool, contingent upon participation by the Salem-Keizer School District.
H. Improve traffic mobility.
