Implement the Save Our Streets Committee recommendations for street maintenance.



Status Update

City staff and Council are continuing the process of gradually shifting Water/Sewer Franchise Fees to fund transportation operations and maintenance activities in the Transportation Services Division. This process is one method in which the City is meeting its annual funding target to provide street maintenance services. A total of $991,000 in Water/Sewer Franchise Fees, or 40% of the total amount of fees collected, was approved for FY07/08. Currently, the majority of funds used for street pavement maintenance come from these fees. During summer of 2007, City crews fully paved or thin overlay paved 122,830 square yards of streets (roughly equal to 90 blocks) with Water/Sewer Franchise Fee funds.

Additional Infrastructure & Maintenance Strategies
A. Widen Kuebler Boulevard.   I. Complete the crosswalks in schools and spend more on pedestrian access.
B. Continue efforts to establish a new Willamette River bridge.   J. Reprioritize CIP street and parks projects to focus on areas of high growth.
C. Build a Minto-Brown pedestrian/bike bridge.   K. Develop Marine Drive as a part of the third bridge over the Willamette.
E. Implement and fund the deferred maintenance plan for city-owned facilities.   L. Pursue a bond measure for street improvements.
F. Airport air service and infrastructure.   M. Resurface Sunnyview west of the Fairgrounds.
G. Pursue grants for railroad bridge rehabilitation.   N. Improve maintenance work on Olinger Pool, contingent upon participation by the Salem-Keizer School District.
H. Improve traffic mobility.
