Infrastructure & Maintenance Strategy


Implement and fund the deferred maintenance plan for city-owned facilities.



Status Update

The Facilities Division has completed condition evaluations for historic structures and the downtown parking structures. The division has corrected most issues in the Historic structures and is working on addressing maintenance needs in the Parking Structures. The voter-approved Fire Bond is addressing maintenance needs for City Fire Stations. The Shops Master Plan is guiding renewal of facilities at that complex; funding for the Public Works Administration building is included in the FY07-08 Adopted Budget. Public Works is in the process of obtaining architectural services. While no formal condition assessment has been done for the Civic Center, a structural review of City Hall was done in 2005. This identified the need to reconstruct the deck over the parking garage, which will be done in 2008. The replacement of the canopy over the plaza and the Library roof will be proposed within the next five years.

Additional Infrastructure & Maintenance Strategies
A. Widen Kuebler Boulevard.   I. Complete the crosswalks in schools and spend more on pedestrian access.
B. Continue efforts to establish a new Willamette River bridge.   J. Reprioritize CIP street and parks projects to focus on areas of high growth.
C. Build a Minto-Brown pedestrian/bike bridge.   K. Develop Marine Drive as a part of the third bridge over the Willamette.
D. Implement the Save Our Streets Committee recommendations for street maintenance.   L. Pursue a bond measure for street improvements.
F. Airport air service and infrastructure.   M. Resurface Sunnyview west of the Fairgrounds.
G. Pursue grants for railroad bridge rehabilitation.   N. Improve maintenance work on Olinger Pool, contingent upon participation by the Salem-Keizer School District.
H. Improve traffic mobility.
