Infrastructure & Maintenance Strategy


Improve traffic mobility.



Status Update

This goal reflects efforts to improve traffic mobility in Salem using a combination of capital projects, ongoing improvements to incident response/motorist information and improvements to transit. The following traffic improvement projects have been completed recently or are underway:

  • State Street traffic signal corridor upgrade project (completed summer 2007)
  • New traffic signal at Pine Street NE and Cherry Avenue NE (completed summer 2007)
  • New traffic signal at Hyacinth Street NE and Salem Industrial Drive NE (under construction)
  • New traffic signal at Sunnyview Road NE and Fisher Road NE (under construction)
  • New signal and widening at Cordon Road SE and Macleay Road SE (under construction)
  • Construct right-turn lanes at Lancaster Drive NE and Market Street NE (under construction)
  • New traffic signal at Silverton Road NE and Lansing Avenue NE (construction fall 2007)
  • New traffic signal at 45th Avenue NE and Sunnyview Road NE (in right-of-way acquisition)
  • Five intersections upgraded with Protected/Permissive "doghouse" signals in spring 2007
  • Installation of 50 Congestion Management System video traffic counting cameras (underway)
  • Replace/upgrade signal at Center Street NE and 17th Street NE (in design)
  • Replace/upgrade to signal at Rosemont Avenue NW and Edgewater Street NW (in right-of-way acquisition)

Staff is working with the Council Transportation Bond Committee to develop a package of projects for a potential November 2008 General Obligation Bond. The package will likely contain improvements to bottleneck intersections, upgrading existing streets to urban standards, and enhancing the City’s traffic signal and traffic management capabilities.

Additional Infrastructure & Maintenance Strategies
A. Widen Kuebler Boulevard.   I. Complete the crosswalks in schools and spend more on pedestrian access.
B. Continue efforts to establish a new Willamette River bridge.   J. Reprioritize CIP street and parks projects to focus on areas of high growth.
C. Build a Minto-Brown pedestrian/bike bridge.   K. Develop Marine Drive as a part of the third bridge over the Willamette.
D. Implement the Save Our Streets Committee recommendations for street maintenance.   L. Pursue a bond measure for street improvements.
E. Implement and fund the deferred maintenance plan for city-owned facilities.   M. Resurface Sunnyview west of the Fairgrounds.
F. Airport air service and infrastructure.   N. Improve maintenance work on Olinger Pool, contingent upon participation by the Salem-Keizer School District.
G. Pursue grants for railroad bridge rehabilitation.
