Infrastructure & Maintenance Strategy


Complete the crosswalks in schools and spend more on pedestrian access.



Status Update

The City recently completed pedestrian crossing safety medians on Doaks Ferry Road NW at Chapman Elementary School and on Broadway Street NE at Highland Elementary School. Exactions from private development will improve pedestrian access and safety at Brush College Elementary School. New school zone warning flashers are currently being designed for Felina Street NE and Hawthorne Avenue NE. Staff is currently working with school officials at Walker Middle School in West Salem to improve traffic circulation and pedestrian safety on the surrounding streets. Additional projects are included in the FY 08-FY 12 Capital Improvement Program (CIP) and are awaiting design.

Future work will include a phased study of pedestrian access to schools, working with the Salem-Keizer School District, Parent-Teacher Organizations, and Neighborhood Associations to identify pedestrian safety improvements. This work will be conducted in conjunction with the requirements of the "Safe Routes to Schools" federal program administered through the Oregon Department of Transportation (ODOT).

Additional Infrastructure & Maintenance Strategies
A. Widen Kuebler Boulevard.   H. Improve traffic mobility.
B. Continue efforts to establish a new Willamette River bridge.   J. Reprioritize CIP street and parks projects to focus on areas of high growth.
C. Build a Minto-Brown pedestrian/bike bridge.   K. Develop Marine Drive as a part of the third bridge over the Willamette.
D. Implement the Save Our Streets Committee recommendations for street maintenance.   L. Pursue a bond measure for street improvements.
E. Implement and fund the deferred maintenance plan for city-owned facilities.   M. Resurface Sunnyview west of the Fairgrounds.
F. Airport air service and infrastructure.   N. Improve maintenance work on Olinger Pool, contingent upon participation by the Salem-Keizer School District.
G. Pursue grants for railroad bridge rehabilitation.
