Infrastructure & Maintenance Strategy


Develop Marine Drive as a part of the third bridge over the Willamette.



Status Update

The street alignment for the future Marine Drive NW has been adopted by City Council. This alignment has been surveyed, recorded, and marked in the field. The next step is to further develop the Marine Drive NW future street alignment in concert with the planning, design, and implementation of the preferred alternative, as identified in the Salem River Crossing Environmental Impact Statement (EIS) Study. The City is currently entering into negotiations with Polk County, Marion County, and the City of Keizer regarding minor Urban Growth Boundary (UGB) adjustments to bring all of the Marine Drive NW alignment within the UGB. In addition, land use approvals from Polk County and Oregon Department of Land Conservation and Development are necessary for the construction of the Marine Drive NW alignment.

Most of the funding needed for planning and design will be included in the Salem River Crossing EIS project, to the extent that the preferred alternative applies to the Marine Drive NW alignment. Funding for construction of Marine Drive NW will likely come from a combination of sources including private development exactions, Transportation System Development Charges, and funding related to the future construction of the Salem River Crossing Preferred Alternative.

Additional Infrastructure & Maintenance Strategies
A. Widen Kuebler Boulevard.   H. Improve traffic mobility.
B. Continue efforts to establish a new Willamette River bridge.   I. Complete the crosswalks in schools and spend more on pedestrian access.
C. Build a Minto-Brown pedestrian/bike bridge.   J. Reprioritize CIP street and parks projects to focus on areas of high growth.
D. Implement the Save Our Streets Committee recommendations for street maintenance.   L. Pursue a bond measure for street improvements.
E. Implement and fund the deferred maintenance plan for city-owned facilities.   M. Resurface Sunnyview west of the Fairgrounds.
F. Airport air service and infrastructure.   N. Improve maintenance work on Olinger Pool, contingent upon participation by the Salem-Keizer School District.
G. Pursue grants for railroad bridge rehabilitation.
