Infrastructure & Maintenance Strategy


Pursue a bond measure for street improvements.



Status Update

The City Council is considering placing a General Obligation Transportation Bond measure for voter consideration in November 2008. This includes developing a package of proposed projects through a Council Transportation Bond Committee, Technical Advisory Committee, and a comprehensive public involvement process. The current proposal is to develop a measure that would give the City bonding authority over a five- to seven-year time period. The Council Transportation Bond Committee is currently meeting biweekly. Staff is working to identify a list of candidate projects and is gathering public input through focus groups, telephone surveys, and presentations to neighborhood associations, business groups, service clubs, and other organizations. City Council will review the Committee’s recommendations and will make a decision about whether to place a bond proposal on the ballot by early 2008.

Additional Infrastructure & Maintenance Strategies
A. Widen Kuebler Boulevard.   H. Improve traffic mobility.
B. Continue efforts to establish a new Willamette River bridge.   I. Complete the crosswalks in schools and spend more on pedestrian access.
C. Build a Minto-Brown pedestrian/bike bridge.   J. Reprioritize CIP street and parks projects to focus on areas of high growth.
D. Implement the Save Our Streets Committee recommendations for street maintenance.   K. Develop Marine Drive as a part of the third bridge over the Willamette.
E. Implement and fund the deferred maintenance plan for city-owned facilities.   M. Resurface Sunnyview west of the Fairgrounds.
F. Airport air service and infrastructure.   N. Improve maintenance work on Olinger Pool, contingent upon participation by the Salem-Keizer School District.
G. Pursue grants for railroad bridge rehabilitation.
