Public Safety Strategy


Locate police substations or precincts in two high-crime areas of Salem.



Status Update

In 2008, the Salem Police Department will be reviewing properties suitable for leasing as police substations. Currently two, 2000 square foot police substations are being considered in high-crime areas, which would be highly accessible to the community. Staffing of the substations could be achieved by the use of Community Resource Officers, who would man the substations from 8:00 a.m. to 5:00 p.m., Monday through Friday. Sworn police officers needing to conduct interviews and contact citizens could use the substation during all hours.

Estimates to establish a substation will take into consideration lease amounts, annual operating costs, staffing, and equipment costs. Recommendations for location and anticipated cost will be presented to the City Council Subcommittee.

Additional Public Safety Strategies
A. Continue support for the "No Meth - Not in My Neighborhood" efforts.
B. Reduce fire emergency response times.
C. Maintain police and fire staffing at minimum of current staffing levels and work toward a higher per capita ratio of police officers.
D. Create a Lancaster Drive Motorist Safety Zone.
E. Locate the Police Department into a new building to make use of space at City Hall.
F. Pursue a policy levy for operations or a bond measure for capital construction.
