Downtown Parking Study 2006

The Study Process Included:

Ø      Development of a stakeholder outreach plan .

Ø      A survey of downtown businesses (final results) .

Ø      Interviews with downtown stakeholders (view summary of interviews) 25 pages- may be a long download .

Ø      Development of a draft a set of guiding principles which were presented at community briefings

Ø      Development of a draft set of parking management strategies , a documentshowing how the strategies support the guiding principles and a  table  summarizing the strategies  which were also reviewed and revised through stakeholder involvement.

Ø      A survey of parking demand.  See highlights below.

Highlights of the Survey of Parking Demand Included:

 

Ø      2/3 of overtime parking citations went to those parked in 30-minute spaces.

Ø      Salem’s downtown had 202 thirty-minute parking spaces, an unusually high number and more than Portland and Seattle combined.

Ø      The average duration of stay was 1 hr and 25 minutes.

Ø      In the most congested downtown core utilization was 90% during the peak hour and constrained from 11 a.m. to 4 p.m.

Council Approval and Outcomes of the Downtown Parking Study 2006

On October, 23, 2006 the City Council adopted final Guiding Principles and 19 Strategies for parking in the Downtown and Capital Mall areas. All strategies will be considered for implementation over time. Council directed staff to implement 2-hour time-limited parking immediately, to be effective February 1, 2007.
