NA Chairperson Training ManualThe Neighborhood and Community Services Division, with the help of other City departments and community organizations, has prepared this manual as a reference for neighborhood associations on the issues they commonly encounter in their efforts to make a difference in their community.
This manual provides information on how to organize an NA; how to maximize its effectiveness as a group; services provided by the City of Salem and other local governments; and several specific issues neighborhood associations deal with such as budgeting, land use, and traffic concerns. The majority of the information was prepared by the Neighborhood and Community Services Division. All other sources are noted. This version was revised in November 2005 (although some sections contain more recent information).
