Get together with your neighbors as often as possible and talk about how you can make the neighborhood better. Get to know your neighbors so you know what is normal and what is out of place. Imagine a criminal prowling around your neighborhood drives by and sees the whole block having a barbeque or meeting, now the criminal knows all eyes are watching, even if the intended victim is not.
