Required Licenses

The City of Salem currently has several types of licenses to include: rental properties, police protective, tradesvehicles for hire and tobacco retail. These licenses are issued yearly, with expiration dates of December 31.

Rental Properties (SRC 31.993-31.1008):

Rental Dwellings:
Hotels, motels, or apartment houses, any of which has three or more rental units, or any group of three or more dwelling units on one lot or series of contiguous lots owned as a business wherein rooms or structures are offered or maintained for rent or lease as permanent or temporary dwelling places.

Residential Care Facilities:
Residential care facilities provide residential care, training, or treatment for six or more mentally retarded; developmentally disabled; or mentally, emotionally, or behaviorally disturbed individuals in one or more building on contiguous properties.

Homeless Shelters:
Homeless shelters are any place or premise operated by a non-profit organization wherein residence is provided to persons who need emergency shelter on a daily or weekly basis. Individual bath and cooking facilities may or may not be provided.

Room and Board Facilities:
Room and board facilities are any place or premise which has three or more client beds owned as a business where rooms are offered or maintained for rent or lease.

Police Protective (SRC 31.180-31.820 and 31.1020-31.1990):
Apply in person at the Permit Application Center to complete fingerprinting and photos.

Police Protective licenses are issued to individuals whose businesses allow them opportunities to travel from street to street or sell used merchandise. These applications are processed through the Salem Police Department and may, depending on type of license, require property inspection.

Police Protective Licenses include:

Teen Night Club
Junk Dealer
Secondhand Dealer
Mobile Food Units
Solicitor, Peddler, Canvasser
Street Vendor
Funeral Escort Agency and Officers
Pawnbroker
Vehicles for Hire (see below for details)

Trades License (SRC 33.190-33.240):
Apply in person at the Permit Application Center to complete fingerprinting and photos.

Tree Trimmers:

Tree Trimmer means any person engaged in the business of trimming, pruning, altering, removing, or providing tree surgery for trees growing, standing, or located upon any public street, sidewalk, park, or other public right-of-way, except a person owning a plant nursery and treating, trimming, pruning, altering, or removing shade trees in stock in such nursery or at the time of planting the same after sale.

Vehicles for Hire (SRC Chapter 34):
Apply in person at the Permit Application Center to complete fingerprinting and photos.

Taxicab:
Taxicab means a motor vehicle, except an ambulance, invalid or wheelchair coach, or limousine, intended to be for transportation for hire of persons or property and not operated exclusively over a fixed and defined route.

Invalid or Wheelchair Coach:
Invalid or wheelchair coach means a privately owned motor vehicle for hire, except an ambulance, that is constructed, equipped, or regularly provided, or offered to be provided, primarily for the non-emergency transportation of persons in wheelchairs or of persons with severe mobility limitations.

Limousine
Limousine means a vehicle with a seating capacity from 4 to 15 persons including the driver, with a separate passenger compartment and which charges $25 or more per trip.

Invalid or Wheelchair Coach Driver:
Driver means the person who drives a taxicab, invalid or wheelchair coach.

Taxicab driver:
Taxicab driver means a person whose vocation is driving a taxicab.

Tobacco Retail License (SRC Chapter 39):
Apply in person at the Permit Application Center to complete fingerprinting and photos.

A current and valid license is required for any business selling tobacco products.
