Periodic Review Program

The Oregon Administrative Rules (OAR) 660-025-0010 states:
The purpose for periodic review of each local government's comprehensive plan and land use regulations is to assure that comprehensive plans and land use regulations remain in compliance with the statewide planning goals adopted pursuant to ORS 197.230, and that adequate provision for needed housing, employment, transportation, and public facilities and services, are coordinated as described in ORS 197.015(5). Periodic Review is a cooperative process between the state, local governments, and other interested persons.

In July 1998, Salem's Periodic Review Work Program was significantly revised to include preparing a
comprehensive land use and transportation strategy, an alternative standard and other remaining elements
needed to gain Transportation Planning Rule (TPR) compliance. Salem's land use planning effort eventually
became known as Salem Futures. In 2002 the Land Conservation and Development Commission (LCDC)
approved the modification  to Salem's Periodic Review Work Program and provided an extension of time to
complete the required work (for details, refer to Document #401 listed below).

Following extensive work by the Salem Futures Citizen Advisory Committee and the Salem City Council
Committee, the City Council held a public hearing on June 27, 2005 (for details refer to Document #411
listed below below).  After hearing  public testimony, the City Council adopted the Land Use and
Transportation Strategies and  the Alternative Standard, Benchmarks, and Targets (for details, refer to
Documents #411-416).  Subsequently, staff submitted the Strategies and the Alternative Standard and
other work products to DLCD to complete the remaining Periodic Review Work Program requirements. 

In February 2006, DLCD issued Order 001691 remanding the City's work products and set a deadline of
July 1, 2007, for the City to amend its work products to comply with DLCD's Order (for details, refer to
docoument #417).  Subsequently, the City appealed DLCD's order (for details, refer to Docoument #418).

During the summer of 2006, DLCD and the City agreed to enter into mediation regarding Salem Periodic
Review Work program tasks (for details, refer to document #419).  Mediation commenced on December 8,
2006, and will continue through early 2007.  Links to agendas and other doucments relatiing to the
mediation meetings are posted below.
