Annexation Procedures

In April 2004, the City Council initiated a review of the city's annexation procedures found in SRC Chapter 54. The purpose of the Council's review is to clarify the existing annexation procedures, ensure the city's annexation procedures are consistent with State law and streamline the annexation application process. A Council Committee was appointed to work with city staff to develop a draft of proposed changes to the city's annexations procedures. After a series of several meetings held between August and September 2004, the Committee approved a draft of revised annexation procedures.

On December 6, 2004, the City Council held a public hearing to receive testimony concerning the proposed code amendments. The City Council approved the proposed code amendments to the city's annexation procedures on April 11, 2005 (Ordinance Bill No. 48-04).
