Emergency Housing Assistance Programs
OVERVIEW
Salem Housing Authority (SHA) provides rent and security deposit assistance to eligible households experiencing an unexpected reduction in income, unexpected increase in living expenses, or higher utility costs during cold weather months. The programs are designed to help families and individuals avoid becoming homeless. The Interim Emergency Assistance Program and HOME Tenant-Based Assistance (TBA) Security Deposit Program are operated through agreement with the City of Salem. Limited funding is available through HUD and local government and is usually administered on a first come-first served basis.
Interim Emergency Housing Assistance Program
This program provides rent or security deposit assistance to help families and individuals facing temporary, unexpected income reduction or an increase in expenses. Eligible households must reside within the Salem city limits. Applications must meet eligibility criteria and will be accepted on a first come, first served basis while funding is available.

Security Deposit Program
The Security Deposit program is funded through City of Salem HOME funds and provides one-time security deposit assistance for households that have been on the waiting list and are newly certified to receive a Housing Choice Voucher. Eligible households must be very low or extremely low-income families with minor children, or single persons who are elderly, disabled or pregnant, among other criteria. Applications are available at SHA from the Voucher client's caseworker.
