Water Management and Conservation PlanThe State of Oregon requires some water suppliers, including the City of Salem, to adopt a plan that outlines proactive steps to manage and conserve our vital natural resource–water. Conservation measures include activities to minimize, reduce, save, and/or curtail water use. Salem’s plan for water management and conservation is an essential element in the evaluation of future water sources and the City’s ability to exercise its water rights. Water System Master PlanThe Water System Master Plan provides a strategic review of Salem’s water system and documents the facilities needed to meet the future demand for drinking water. The Master Plan will delineate the physical requirements to continue providing potable water to all of Salem’s customers—including new and upgraded facilities, water rights, operational improvements, and replacement of aging water infrastructure. Federal/State PermittingFederal/State Permitting~Salem Water Plans will also address requirements for the City to obtain an in-water construction permit from the U.S. Army Corps of Engineers and a removal and fill permit from the Oregon Department of State Lands. The permits are needed to build a new water transmission line from the Geren Island Treatment Facility to Franzen Reservoir, and will involve Federal and State agencies in a detailed biological assessment. A Habitat Conservation Plan is also being prepared to obtain additional permits needed to continue operations at the Geren Island Facility and other potential sources of water withdrawal.
