WATER/WASTEWATER TASK FORCE MEETING
July 9, 1998 11:30 a.m. - 1:30 p.m. Civic Center - Room 325 1) CALL TO ORDER The meeting was called to order by Councilor Bill Burgess. Introductions were made. Members, staff, and citizens were in attendance. See attached sign-in sheet. Bob House also present. See footnote 1 3) CITIZEN INPUT David Higgins, Darrow Rocks Association, briefly presented two specific concerns regarding the Natural Treatment System (NTS). One was the concern addressed in the letter to the Task Force from Perrydale Domestic Water Association: a request that the Polk County site be removed from the City's list of potential wastewater storage areas. The other concern is that there is serious opposition to the NTS (copy of Perrydale letter distributed at meeting). Floyd Collins - Letters of opposition to NTS have been received. The consultant is completing the evaluation of the three sites and will bring that back to the Task Force for the purpose of looking at the technical aspects, dollar value, capital costs and how we go about addressing those issues that need to be mitigated or protected. The analysis will come back to the Task Force and even though there is opposition, that will be part of the input in the process - what the opposition is. 4) MINUTES Minutes from the June 11, 1998, meeting were approved as written and adopted. 5) WATER/WASTEWATER COST OF SERVICE ANALYSIS (COSA) Jack Merritt introduced Eric Rothstein from CH2M-Hill who presented information on Customer Classification and User Characteristics with regard to the COSA. The presentation included the following information: COSA process review; recommendations/feedback on customer classes; water system classifications (user characteristics, customer classifications); Wastewater System Classifications (user characteristic analysis process, customer classifications); and policy considerations and next steps. The idea is to allocate costs to customer classes based upon their proportionate contributions to systems now. You pay for your share (by customer class) of costs that are imposed on the system. The presentation was given with the use of overhead information (copy distributed to each attendee and placed in the file). Discussion centered on peaking factor calculations. Don Scott questioned whether there is federal funding and if it is specifically tied to NTS. Eric said there is and it is specifically for NTS use. Discussion at this point focussed on the Peaking Factor Calculations, User Characteristic Analysis, and Policy Considerations. There was some discussion regarding how businesses will be classified Mary Pearmine stated that the Stormwater Advisory Committee is working on the stormwater analysis. Floyd Collins gave an overview of the Memo of Understanding model on the East Salem System. 7) OTHER No other issues at this time. Floyd asked if there was anyone who was interested in a field trip - no interest at this time. Next meeting will be August 13 if information is available for presentation at that time. If not, next meeting may be held August 27. 9) ADJOURN Meeting adjourned at 1:12 p.m. These minutes are transcribed from notes and the tape recording of the Task Force meeting on July 9, 1998, as an overview of the meeting.
