WATER/WASTEWATER TASK FORCE MEETING MINUTES September 9, 1999 11:30 a.m. - 1:30 p.m. Salem Public Library - Anderson Auditorium 1) CALL TO ORDER
Citizens in attendance included Ed Gerding (Oregon Cherry Growers), Mark Fields (Suburban East Salem Water District), David Higgins, Jack Lowery (SEDCOR), Carolyn West, and others. Staff present included Frank Mauldin (Public Works Director), Tim Gerling (Assistant Public Works Director), Diane Taniguchi-Dennis (Assistant Public Works Director), Paul Eckley (Chief Utilities Engineer), Keith Whisenhunt (Assistant City Engineer), Jack Merritt (Assistant Finance Director), Pat Dodge (Management Analyst II), Karl Goertzen (City Engineer), Rolland Baxter (Operations Services Manager), Randy Pecor (Wastewater Collection Superintendent), Ken Roley (Facilities Engineer), Jim Long (Housing Rehab Project Coordinator, Community Development), John Russell (Redevelopment Program Supervisor, Community Development). 3) CITIZEN INPUT David Higgins, Darrow Rocks Water Association, once again stressed to the Task Force that there are numerous citizens in the area who strongly oppose the full-scale Natural Treatment System (NTS) siting areas. He is hoping to get a better feeling for this project. Chairperson Paul Wulf stated that is the reason for the NTS Demonstration Project. It is a demonstration to find out if it works, a trial out on City property to see how it works. Until we see if/how it works and what the repercussions are, it will be difficult to get detailed information unless we have valid information instead of hearsay. It will be an interesting process and today, we will be able to learn more about natural treatment. 4) MINUTES No minutes completed for approval at this meeting. 5) WATER MASTER PLAN UPDATE Paul Eckley was introduced to present an brief update of work on the Water System Master Plan. The topics covered included water demand update, Geren Island Water Treatment Facility, the transmission main, Franzen Reservoir, and the Water Plan amendment for the West Salem area. The detailed information is contained in the material handed out during the meeting. Don Scott reminded the Task Force that the revised rate schedule being contemplated would eliminate the minimum charge for the minimum amount of water used. Paul Eckley stated that in place of that, ratepayers would pay a lower amount, but for each unit of water used. Most of the COSA work has been done based on the assumptions laid out in the Water Master System Plan for future water use, which assumes that our water use pattern will continue the same. Don just reminded everyone that he believes a significant drop will be seen in water use because of a consumer response to increasing water rates. Geren Island - New filter #3 has been built and came on line a year ago. New filter #4 is currently under construction and will be on line by next summer. Next on schedule is working on the third new filter to replace older filter #1. This is scheduled to be done by about 2001/2002. We will end up in 2002 with three new filters with a firm capacity of about 95 mgd, which is the master plan projection that takes us way out into the future. Another part of this is a new pump station which will be built along with the third new filter. This is a needed facility. JB Summers spoke of a concern regarding the loss of property at Geren Island during flooding and what has been done. Frank Mauldin stated that there are improvements being made at this time to protect the island itself. And the new transmission line will be very protected. It is being pulled way back from the river. It will be designed to be seismically stable. The engineer evaluated a 100- year and a 500-year event at the island. If the dam failed, it probably would not withstand that, but we have mechanisms in place to deal with flood levels up to a 500-year event. Paul Eckley updated the Task Force on the upper transmission line. The current schedule is to start building it in 2003 and have it on line by 2005. The 54-inch line was built in 1955 and is 45 years old now. It soon will be 75 years old which is probably time to retire it. This 2003 date is reevaluated each year. Franzen Reservoir Update- The recommendation now is to not outright replace Franzen, but to rehabilitate it. Rehabilitation is at a lower cost. A quite a bit of work besides some seismic stability work that it needs: a new liner and a new cover. The reservoir is not covered at all right now. Looking tentatively at starting that work in 2001. Preliminary estimates indicate the costs are about half - about $12 million versus $25 - $30 million to build two new reservoirs. Proposed Water Master Plan amendment in West Salem Update - Paul explained the situation requiring the amendment to the master plan, which was tying two service area together or leaving them separated. The decision was made to tie them together for cost savings and avoid having to build two water pump stations. 6) NATURAL TREATMENT SYSTEM DEMONSTRATION PROJECT UPDATE Paul Eckley presented more information on the Natural Treatment System Demonstration Project. He showed two graphics, one presenting a chronology of the approaches used to evaluate the feasibility of Natural Treatment System, and one showing the Willow Lake Wastewater Treatment Plant Process with Demonstration Natural Treatment System. CH2M-Hill is working on a feasibility study at this time. The next step is to bring in a technical peer review workshop to critique what CH2M-Hill has put together. From there, we will bring information to the Task Force. Schedule wise, the next step is to build the demonstration project, starting next summer, have it built and plants grown in about 2 years, and then operate it up to 2005 to really demonstrate how it functions, how well it works, and to answer any questions that come up. Lastly, at 2005 to make the final decision - does NTS work, based on the demonstration - if yes, then move ahead to find appropriate site(s) to buy, obtain permits, and build NTS. If no, proceed with wet weather treatment facilities at the Willow Lake Wastewater Treatment Plant. Diane indicated that they would come back to the Task Force with information about how the public will be involved in the process. 6) SEWER LATERAL POLICY ISSUE 2) All other eligible homeowners There was detailed discussion of loan funding. Concerns expressed for allowing amortized loan options for low income homeowners, offering loans to all home owners including rentals, and options for low income homeowners outside of the City. There was a discussion by Gary Whalen that the sewer replacement program should include everybody who is connected to the sewer system including the City of Keizer residents and Marion County residents. 8) OTHER
