Progress Towards MAO Compliance

The City is making progress toward compliance with the Mutual Agreement and Order (MAO) executed with the Department of Environmental Quality. The MAO was executed on January 5, 1998, and addresses the reduction of untreated discharges from the wastewater system.

Initially there were six projects required to meet the MAO. Two have been completed. They are the Downtown Interceptor and the Outfall/Diffuser projects. The four remaining projects include the Process Support Facility, the Perimeter Utility Corridor, the River Road Wet Weather Treatment Facility, and the Headworks and Primary Treatment Improvements. The timely completion of all four projects will allow for successfully meeting the MAO.

Process Support Facility

This project includes new operations, maintenance, laboratory, and administration facilities and provides for the demolition of the existing facilities following staff relocation. This project includes two design-bid-build contracts. One contract for the site and frontage improvements, and one contract for the buildings. The site improvement contract with Salem Road and Driveway is on schedule and will be completed by the end of summer 2006. The frontage improvements and site paving still remain to be completed. The building contract with Slayden Construction is also on schedule. The building is scheduled for substantial completion by the end of July 2006. Staff will move in during the month of August 2006. The project construction budget is $2 million for the site improvements, and $10 million for the buildings.

Perimeter Utility Corridor

The Perimeter Utility Corridor project will construct new electrical, control, communication, and water distribution facilities around the perimeter of the plant. This replaces aging facilities and relocates the electrical, control, and water distribution facilities outside potential conflict with future construction.

The project is being constructed by Slayden Construction utilizing the Construction Manager/General Contractor (CM/GC) approach. The project is on schedule to provide service to the Process Support Facilities by June 1, 2006. It will be completed by the end of summer 2006. The project construction cost is approximately $10 million.

River Road Wet Weather Treatment Facility

This project is intended to treat wastewater flows at River Road Park during periods of significantly wet weather. These flows are currently being discharged to the river without treatment. It is being designed to have a nominal capacity of 50 MGD. The project will be bid in Spring 2006 and is scheduled to be online in January 2008. The construction budget is approximately $22 million. Project will bid in Summer 2006.

Headwater and Primary Treatment Improvements

This project includes screening, pumping, primary clarifiers, and appurtenances to provide a firm capacity of 155 MGD of primary treatment capacity at Willow Lake Water Pollution Control Facility. The project is being proposed for delivery utilizing CM/GC approach. This is being done, among other reasons, to gain the benefits available in managing a very tight budget and aggressive schedule. The project is scheduled to be online by December 31, 2009, and has a construction budget of $78.4 million (indexed to June 2005).
