Office of the Director

In addition to overseeing all Revitalization, Federal Programs, and Real Estate projects, programs, and transactions, the Director's Office also manages the daily department operations, contracts, and finances.

The Director's Office also ensures efficient and timely support is provided to the City Council, Urban Renewal Agency Board,the Department'sAdvisory Boards and Committees , and serves as primary support to the Mill Creek Implementation Committee (a joint committee comprised of City of Salem, Urban Renewal Agency, and State of Oregon representatives).  The Business Investment staff promote awareness of economic and community development programs, services and economic incentives offered by the City of Salem; leverages Agency/City funds against available area sources for economic development activities; and works with economic development partners and the development community to actively promote investment in the Salem community.  Contract Administration  assists project coordinators in soliciting bids and developing, executing, and administering contracts pursuant to federal, state, and local requirements. And the Finance staff develop and monitor the Department and the Urban Renewal Agency's annual budgets and handle all receipt and expenditure documentation for dedicated program funds.  View 2007-08 Department and Agency budgets.   

Director Rick Scott
Rick Scott is a long time resident of Salem and the Willamette Valley, graduating from South Salem High School and the University of Oregon.  Rick has had a distinguished career with the City of Salem.  Since 1983, he has served as citywide ombudsman and special project coordinator, Street Superintendent in Public Works, and Administrator of Parks Operations Planning.  In November 2003 Rick became Director of Urban Development.

Assistant Director John Wales
John Wales, Assistant Director, brings a great deal of private and public sector experience to Urban Development, including seven years with the Oregon Department of Administrative Services as the Manager of Real Property Services and 18 years with Pacific Gas and Electric Company as the Senior Facilities Planner, Corporate Headquarters Property Strategist, and Director of Property Planning and Real Estate Transactions.

  Conference Center  since its
  grand opening in March 2005.

  events monthly and advance
  bookings are increasing.

  facility was funded with a
  combination of federal, urban
  renewal, and other local
