The Federal Programs Division administers the City of Salem’s federal allocation of Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) programs. CDBG and HOME funds are provided by the U.S. Department of Housing and Urban Development (HUD) to fund housing activities, community development projects and public improvements for the benefit of low to moderate-income individuals, families and communities.

Housing Loans and Grants With available CDBG and HOME funds, the City administers housing loan and grant programs to Salem and Keizer citizens. These programs assist citizens in attaining safe housing conditions and home-ownership. Security Deposit Program (Emergency Housing Assistance) Sponsor:Salem Housing Authority Phone: 503.588.6368 Description: Provides very low income households security deposit assistance in the Salem/Keizer area.
MERIT Micro Enterprise Sponsor:Salem Keizer CDC - MERIT Program Phone: 503.856.7077 Description: Provides services to all qualified micro-enterpries or future entrepreneurs located within the City of Salem.
Latino Micro Enterprise Program Sponsor: Interface Network, Inc Phone: 503.365.0088 Description: Provides services to all qualified micro-enterpries or future entrepreneurs located within the City of Salem.
