The City of Salem receives CDBG and HOME funds from the U.S. Department of Housing and Urban Development (HUD) whose mission is to, "increase home-ownership, support community development and increase access to affordable housing free from discrimination. Prior to receiving CDBG and HOME funds, the City must prepare two documents to guide in the successful use of the federal funds: the Consolidated Plan and the Annual Action Plan. Consolidated Plan
The City of Salem's 2005-2009 Consolidated Plan identifies the priority needs of the Salem and Keizer area. These priorities impact the preservation of affordable housing to low and very low-income neighborhoods within Salem and Keizer. The Consolidated Plan has identified primary goals for allocating CDBG and HOME funds. Below is a summary of those goals:
Highland Station boasts 16 two and three bedroom townhomes available to families living at or below 50% of the area median income. Tenants really enjoy their new homes as one tenant expressed, "It's nice and comfortable and new. I like it." Another tenant referred to her new home as, "peaceful." Highland Station opened September 2006.
Goal 1 Reduction in the number of homeless persons or person at risk of homelessness Goal 2 Preservation and development of affordable housing Goal 3 Removal of accessibility barriers to housing Goal 4 Community/Economic Development
Annual Action Plan
The 2007-2008 Annual Action Plan , articulates how the Consolidated Plan priorities will be met and outlines the actions that will be taken in any given year of the Plan to meet the five-year goals. This document is the City of Salem's road map to the annual implementation of the Consolidated Plan.
Annual Performance Report The 2006-2007 Annual Performance Report (APR) reports CDBG and HOME resources and expenditures from the period from July 1, 2006, through June 30, 2007. The report includes information to aid citizens in evaluating the City's performance in meeting the goals of the Consolidated Plan during the 2006-2007 program year.
