Description

Roadway and streetscape improvements to Portland Road, the realignment of Pine Street, and the construction of the Northgate Avenue Extension (Bill Frey Drive) had been priorities of the North Gateway Urban Renewal Area since the Urban Renewal Plan was approved by City Council in December 1990.  These improvements had also been recommended in the Salem Industrial Northgate Area Local Access and Circulation Study (SINALACS), adopted by City Council in May 1999.

Identified again in the Master Plan for area improvement in October 2000, these projects were combined and called the "Portland Road Improvement Project" (PRIP) with limits at Hyacinth in the north and Sunnyview Avenue in the south. 
There were six main objectives of the PRIP:

  1. Create a “Full Boulevard” that's consistent with the concepts described in the North Gateway Urban Renewal Plan
  2. Accommodate all modes of travel, as supported by the Salem Area Transportation System Plan including: vehicles, trucks, pedestrians, bikes, and transit
  3. Improve the attractiveness of the corridor: create unique identity; reduce visual clutter and blight; encourage private redevelopment; and improve neighborhood livability
  4. Address safety issues for all travelers by reconfiguring selected intersections and constructing “traffic calming” measures such as medians, landscaping, and special pedestrian crossings
  5. Consider environmental enhancements to Claggett Creek, and the benefits of additional urban vegetation
  6. Build cost-effective improvements with minimal required maintenance and upkeep.

The first phase of the Portland Road Improvement Project consisted of: 

  • Undergrounding utilities
    from Sunnyview to the railroad underpass.
  • Construction ofPortland/Fairgrounds Road, the Pine Street realignment
    and streetscape improvements.  Completed by Febuary 2004. 
  • Northgate Avenue Extension - Bill Frey Drive
    In August 2003, the Northgate Avenue Extension road construction contract was awarded to Emery and Sons company of Stayton Oregon.  The uninterrupted road connects Salem Industrial Drive with Portland Road, over the railroad track.  Along with road construction, Claggett Creek receive flood mitigation by creating more water storage in the streambed and banks. 
    • The "Northgate  Avenue Extension" was renamed and its completion was celebrated with the grand opening of "Bill Frey Drive" in August 2005.  Eventually a community park is planned for the area around the pond. 

The second phase of the Portland Road Improvement Project will follow at a future date.
