Description

The City, Boise, and SEDCOR sponsored a week-long panel visit by the Urban Land Institute at the end of June 2006 with ten experts in the fields of development, real estate, finance, and the environment.  The ULI Panel was tasked with answering the following questions:

  1. Do any local Boise activities fit within the vision for this site?
  2. Are there opportunities to expand Boise operations and employment at other locations in Salem?
  3. What redevelopment scenario creates the greatest overall value for Boise, the City, and the region?

The broad scope and intensive nature of the Panel’s analysis of the site, and potential alternate Salem locations for Boise’s current activities, resulted in a series of recommendations.  The final report  from the ULI was released in late November 2006.

On October 23, 2006, the City Council approved funding for two of the ULI Panel's recommendations: a feasibility study of a Proposed South Waterfront Urban Renewal Area (URA) and funding for a comprehensive plan and zone change to allow for the eventual mixed-use redevelopment of the area.  The South Waterfront Urban Renewal Area  was approve in early September 2007.

The Urban Land Institute Panel was funded in part with a grant from the Oregon Lottery through the Mid-Willamette Valley Community Development Partnership for the purpose of promoting economic and community development.
