Description
The West Salem Gateway Revitalization project was implemented to develop a transportation and land use refinement plan for the area known as the West Salem Gateway Area. The Final West Salem Gateway Area Refinement Plan (Plan), prepared by Satre Associates of Eugene, OR, was presented to City Council in June 2005. The Plan identified opportunities for redevelopment and new development and recommended public facility and transportation improvements necessary to revitalize the area. The Plan incorporated the common vision of affected property owners, local residents, area businesses, state agencies, the City of Salem and Urban Renewal Agency of the City of Salem, and other community stakeholders.

July 5, 2005, City Council and the Urban Renwal Agency authorized additional land use annalysis, to supplement the Plan, for further consideration of potential connection with the proposed Marine Drive. The final land use version was called “The 5th Alternative” and was presented and received by City Council and the Urban Renewal Agency on January 17, 2006.
This project was partially funded by a grant from the Transportation and Growth Management (TGM) Program, a joint program of the Oregon Department of Transportation and the Oregon Department of Land Conservation and Development. The TGM grant was financed, in part, by the Federal Transportation Equity Act for the 21st Century (TEA-21), local government, and the State of Oregon funds.
