System Development Charges Credit Program

Riverfront-Downtown Urban Renewal Area

On September 6, 2005, City Council approved the use of available water and sewer system development charge (SDC) credits within the Riverfront-Downtown Urban Renewal Area (RDURA) for certain projects. Owners of eligible properties may apply for the credit between September 1, 2005 to August 31, 2008 to be considered on a first come, first serve basis. The maximum Water/Sewer SDC credit is $10,000, or the balance of the credit bank at time of application. A letter of request should be submitted to the Urban Development Department, 350 Commercial Street NE, Salem, OR 97301 which shows the applicant can meet one of the following eligibility criteria:

  1. Housing projects or mixed-use development projects which provide housing as a
    component; or development of a vacant lot or redevelopment of a vacant building for any
    use allowed under current zoning regulations; or
  2. Any proposed development that includes construction of new structured parking as part
    of the project.

The property must be located within the Riverfront-Downtown Urban Renewal Area boundaries.  Upon verification of the information, the applicant will receive an eligibility letter which must be submitted at the time of the building permit issuance, or at the time the SDCs are paid, if different, for the credits to be issued.
