ABOUT THE PROJECT:
The Morningside Neighborhood Association and the City of Salem are partnering to update the Morningside Neighborhood Plan. The current plan was completed more than 25 years ago and needs to be updated to reflect all that has changed, and to capture the community’s new priorities for the future.
Morningside Neighborhood Association was chartered in 1976, and officially recognized as Salem’s thirteenth neighborhood. The Association advises the Salem Planning Commission and City Council on matters affecting the growth and development of the neighborhood.
The process to prepare the new Morningside Neighborhood Plan – called Morningside 360° – began in September 2011 and is anticipated to be adopted by City Council in late summer of 2012. Morningside residents, businesses, property owners and other interested parties are invited to contribute their ideas for the new plan. |

WHAT IS A NEIGHBORHOOD PLAN?
A neighborhood plan is a written plan embodying citizen desires on a broad range of concerns in a designated neighborhood. The purpose of a neighborhood plan is to provide detailed goals and policies for the designated neighborhood in a manner consistent with the Salem Area Comprehensive Plan.
The neighborhood plan shall be the basis for any neighborhood association’s recommendation to any city board, commission, or agency. The city board, commission or agency shall consider the neighborhood plan in making any decision or recommendation which would affect the designated neighborhood. The City Council may consider the neighborhood plan before making any final decision as to the acquisition, construction, or improvement of public facilities in the designated neighborhood.
Only the goals and policy statements in a neighborhood plan and generalized land use map shall be considered for adoption as part of the Salem Area Comprehensive Plan. The goals, policies and generalized land use map that are adopted shall be consistent with the Salem Area Comprehensive Plan and the statewide planning goals. Specific recommendations as to land use or public improvements shall not be adopted, but may be considered in making legislative land use decisions affecting the designated neighborhood.
Neighborhood Plans are subject to the requirements and approval process outlined in SRC Chapter 64.
UPCOMING MEETINGS - ALL ARE WELCOME!
THE MAY 24 AND 29 MEETINGS HAVE BEEN CANCELED - and will be rescheduled for a later date following completion of a draft of the neighborhood plan.
Concerns were raised at the May 9th Morningside Neighborhood Association meeting regarding the timing (close to Memorial Day weekend) and quick succession of the proposed May 24 and 29 informational meetings. In response, the meetings will be held at a later date to ensure that all who would like to attend are able to, and to provide time for a working draft of the plan to be available at the time of the meetings.
