Application Process for Federal Grants

​Salem provides funding opportunities to help support local nonprofit organizations and other groups to provide services, public facilities, and affordable housing for low- and moderate-income residents and neighborhoods.

General funds and federal funds are awarded through a competitive annual process.

Salem receives entitlement funding annually from the U.S. Department of Housing and Urban Development (HUD) to administer and provide oversight of the Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) programs.

​Requirements

Salem must prepare two documents in order to continue to receive funding from HUD. Both documents outline plan priorities and how Salem intends to allocate federal funds.

  1. Housing and Urban Development Consolidated Plan
  2. Annual Action Plan and Attachments

At the end of the reporting year, we are required to provide a follow up report called the Consolidated Annual Performance and Evaluation Report (CAPER). This report provides detailed accomplishments related to the five year consolidated plan.
