Rules of Conduct for Center 50+

Welcome to Center 50+.  The desire and intent of Center 50+ is to provide an enjoyable climate for all users. In order to accomplish this goal, it is important that everyone treat each other and the Center with respect. The following process has been developed to assist in the achievement of this goal.


Center 50+ Salem Senior Center, in conjunction with the City of Salem, is responsible for and has the authority under local and state law to establish reasonable rules and regulations to protect the rights and safety of Center 50+ patrons, volunteers and staff. Rules of conduct aid in the preservation and protection of equipment, facilities, and grounds. Center 50+ reserves the right to exclude any person who willfully and persistently violates these rules. The rules will be administered in a fair and reasonable manner with exclusion periods that vary based on the category of violation, with increasingly longer exclusion periods for Level 1 to Level 5 violations.


Authorized Center 50+ staff and/or assigned Security may intervene to stop prohibited activities and behaviors. Failure to comply with these rules may result in: 1) withdrawal of a person's permission to remain on Center 50+ property; and/or 2) issuance of a Notice of Exclusion from Center50+ property for a period of one day to one year. A violation of law may also result in arrest and prosecution. Violations of any law and/or these rules may also result in the restriction and/or termination of Center 50+ privileges, including the use of Center 50+ computers and other hobby room and Fitness Center equipment, or pool tables. Authorized personnel may base a Notice of Exclusion on personal observation or upon the sort of civilian reports that would ordinarily be relied upon by police officers in the determination of probable cause.

Exhibit disruptive behaviors that interfere with others' use of the Center or that interfere with Center operations. Such behaviors include but are not limited to: disturbing others by talking loudly, making loud noises, or using personal electronic devices at a volume that disturbs others.
Use cell phones in areas not designated for cell phone use. Cell phone use is not permitted in the Restrooms, Locker rooms, or classrooms where the instructor has asked for no cell phone usage.
Consume food in areas not designated for food consumption, including pool room, computer lab, Fitness Center, Hobby Rooms. Food and beverages with lids are acceptable throughout the other areas.
Bring in bulky items including, but not limited to, bicycles, carts or large bags which create an obstacle, take up seating or interfere with staff or patron use of Center 50+.
Leave personal belongings unattended.
Lie down or sleep.
Neglect to provide supervision of children.
Bring animals other than service animals into the Center. Only service animals or animals which are part of a Center 50+ program are permitted in Center 50+. Service animals are defined as dogs or miniature horses that are individually trained to do work or perform tasks for people with disabilities.
Use, distribute, or sell tobacco, tobacco products or vaping devices in any form.
Solicit, petition, or distribute written materials, or canvass for political, charitable or religious purposes within the Center 50+ building. In addition to Center 50+, these activities are not permitted in the Center 50+ doorways or vestibules in a manner which may interfere with or impede access to the Center.
Sell anything without the express permission from Center 50+.
Use Center 50+ restrooms improperly by bathing, shaving, washing hair, changing, laundering clothing, or washing dishes.
Depositing bodily fluids or excrement on any Center 50+ property including but not limited to: Equipment, walls furnishings and flooring.
Disturb other Center 50+ patrons due to strong body odor or strong perfume.

Violate the Center 50+/Tech 50+ Rules for Acceptable Use of the Internet and Center 50+ public computers. In addition to the Rules for Acceptable Use of the Internet and Center 50+ public computers, Center 50+ users agree to abide by the following rules for any device, personal or otherwise, while in the Center 50+:

Stop viewing an internet site if staff determines that the site may create a hostile environment for staff or patrons.

Not access sites that are inappropriate for minors if the user's device may be visible to minors.

Not view, print, upload, download or otherwise access material unlawfully.

Not intercept or receive data not specifically intended for you.

Fail to comply with a staff request to cease a behavior that interferes with the effective operation of Center 50+.
Damage Center 50+ property due to muddy footwear or dirty hands or clothing.
Exhibit abusive or threatening behavior (including language or gestures) with the intent to intimidate or harass staff, volunteers or other Center 50+ patrons.

Fight or challenge another to fight.

Trespass in nonpublic areas.
Are in Center 50+ before or after operating hours without the permission of an authorized Center 50+ employee.

Possess a firearm or dangerous weapon in violation of ORS 166.370.

Commit or attempt to commit any activity that would constitute a violation of any federal, state or local criminal statute or ordinance. 

Direct a specific threat of physical harm against an individual, group of individuals or property.

Engage in sexual conduct, as defined under ORS 167.060, including, but not limited to, the physical manipulation or touching of one's own genitals through clothing in an act of apparent sexual stimulation or gratification or exposing one's genitals.

Are under the influence of any controlled substance or intoxicating liquor. Controlled substance is defined in Schedules I through V of the federal Controlled Substances Act, 21 U.S.C. 811 to 812.

Possess, sell, distribute or consume any alcoholic beverage or marijuana product, except as permitted at a Center 50+ approved event.
Damage or steal personal or Center 50+ property.
Refuse to leave Center 50+ property after being issued a notice of exclusion.


Any person who violates a Level 5 rule while in or on Center 50+ premises will be immediately ejected and excluded from Center 50+ without first being given a warning. Law enforcement will be notified.

Center 50+Code of Conduct appeal of notice of exclusion

Patrons who have been issued an exclusion notice resulting from a Level 1 to 3 Violation may appeal this action by providing a written explanation why the exclusion is not warranted to the Center 50+ Director (2615 Portland Rd. NE Salem, Oregon 97301) within fifteen (15) business days after receipt of the notice. Staff may respond in writing to the patron's explanation within 10 days of the receipt of the patron's explanation.   The Director will review written submissions and determine the validity of the exclusion within 20 days of the receipt of the patron's explanation. Appeals to a Level 4 or 5 Violation exclusion must be directed to the Hearings Officer pursuant to SRC section 20J. Appealed exclusions, under either process, are stayed during the pendency of the appeal.

The City of Salem reserves the right to cause to be ejected or refuse further admission to those individuals who create disorder, engage in illegal activity, or violate the rights of Center 50+ patrons and staff.  Violators are subject to arrest for Trespass under Section 95.550 of the Salem Revised Code.

Center 50+
​Due to concerns about the spread of COVID-19 infection, Center 50+ is closed effective Monday, March 16, 2020. Because Center 50+ serves a population considered to be at higher risk for contracting the virus, serves more than 250 people each day, and we cannot guarantee social distancing, Center 50+ will remain closed until the Oregon Health Authority deems it safe to reopen.
