At the October 9, 2017 City Council meeting, Council will hold a public hearing on proposed increases to garbage service rates paid by Salem home and business owners. Garbage service companies in Salem are granted exclusive rights to operate in a specific geographic location. The rates they charge are regulated by the City with the goal to keep rates low, but allow haulers to earn enough to maintain business operations.

The City has historically determined garbage rates on an annual basis by examining market conditions and the garbage service companies' financial statements. This year's review included an analysis for both 2018 and 2019 and led to the overall recommend increases below. These are representative of all services in the category but may not apply to each size of cart or container. Rates between Marion and Polk counties vary because they differ in how they dispose of waste.

2018 Proposed General Increases

  • Roll Cart Services (mostly residential): Marion Co. 3.1% | Polk Co. 0.0 %
  • Container Services (commercial): Marion Co. 0.0% | Polk Co. 3.7%
  • Drop Boxes: Marion Co. 4.3% | Polk Co. 4.5%

2019 Proposed General Increases

  • Roll Cart Services (mostly residential): Marion Co. 2.2% | Polk Co. 1.2 %
  • Container Services (commercial): Marion Co. 0.0% | Polk Co. 3.3%
  • Drop Boxes: Marion Co. 1.3% | Polk Co. 1.8%

Most Salem residents receive weekly, 35-gallon garbage cart services. Cost for this service are proposed to increase 80 cents per month in 2018 for Marion County residents and 25 cents per month for Polk County residents.  In 2019, the proposed increase for the 35-gallon cart service is 60 cents per month in Marion County and 25 cents per month in Polk County.
