Learn how the City of Salem proposes to pay for services to the community for Fiscal Year 2022 at the April 14, 2021, Budget Committee meeting.
The City of Salem's Budget Committee, comprised of resident members, Mayor, and City Council, will consider the City Manager's proposed budget Wednesday evenings through May 5, 2021 with an additional alternate meeting if needed on May 12, 2021.
The combined City of Salem and Urban Renewal Agency budgets include estimates of revenue, costs of services, debt service and capital projects for the period from July 1, 2021, through June 30, 2022.
The proposed $657.5 million budget is the City's financial plan to provide services to the Salem community. This proposed budget presents an optimistic plan for recovery from the fiscal impacts of the COVID-19 pandemic. The Federal CARES and American Rescue Plan Acts offer an opportunity to stabilize the FY 2022 budget.

Capital Improvement Plan, FY 2022 through FY 2026
At their April 21 meeting, the Budget Committee will also hold a public hearing on the City's Capital Improvement Plan for FY 2022 through FY 2026. The Capital Improvement Plan (CIP) is a five-year forecast which identifies capital projects requiring the use of public funds over and above routine annual operating expenses. The CIP also projects possible future sources of funding and the projects' timing and priority.
Capital projects include:
- community facilities (parks owned and maintained by the City)
- municipal facilities (like the airport, buildings and parking structures, information technology)
- transportation (streets and streetlights)
- utilities (water, wastewater and stormwater facilities).

Strategic Plan Update and 2021 Policy Agenda
Salem City Council's 2021 Policy Agenda draws from Council and community-defined priorities in the Strategic Plan for 2021-2026. Through its annual Policy Agenda, City Council agrees on specific priorities for action in the coming year.

- creating community resilience in response to COVID-19 pandemic resident and business impacts
- increasing equitable delivery of City services
- building great neighborhoods
- taking action on climate change.
