Registering your vehicle
Complete the
CAT Enrollment Form and submit it by mail or in person to the Salem Police Department at:

You can enroll one or all of your vehicles in the
CAT program for a fee of $2.00 per vehicle. You must complete a separate enrollment form for each vehicle.
Your information will be entered into a law enforcement database as a participant. You will receive a decal which you must affix to the rear window of your vehicle. The decal signals to any participating law enforcement agency in Marion and Polk counties that you have authorized them to stop your vehicle between the hours of 1:00 a.m. and 5:00 a.m. to determine if you or an authorized designee is driving.
If you are a current
CAT participant and are planning on selling your vehicle, please complete the program withdrawal form and remove the decal from your vehicle.
By enrolling, you are indicating that the vehicle is owned by someone unlikely to be driving during those hours, and therefore, the vehicle may have been stolen.
What to expect
If you drive your vehicle between the hours of 1:00 a.m. and 5:00 a.m., it is very likely that you will be stopped by a law enforcement officer.
If you are stopped
- Remain calm.
- Turn off your vehicle and turn on your interior light, so the officer can see you.
- Present all information requested by the officer.
You are required to carry the following items anytime you operate a motor vehicle:
- Driver license
- Current registration
- Proof of insurance
If you sell your car
Your
CAT registration is valid as long as you own the enrolled car or truck. If you sell your vehicle, please complete the program withdrawal form and remove the decal from the window before you release it to the new owner.
