On Wednesday, May 6, 2020, at 6:00 p.m, a public hearing will be held on the proposed projects and financing measures regarding adoption of the Capital Improvement Plan (CIP) for fiscal years 2020-21 through 2024-25. At this public hearing, any person will have the opportunity to provide written comment on the proposed CIP. Due to the State of Oregon’s social distancing requirements, this meeting will take place virtually. We encourage public comment be submitted via written form. New Funds are Needed for Valued City Services

July 3, 2019

On September 23, the City Council agreed to consider the operating fee proposal at future council meetings to support parks, library, and planning and development services to our neighborhoods. The employee-paid payroll tax will be referred to voters for the May 2020 election. If approved by voters, the revenue would be dedicated to public safety and could be available as early as July 2022.

Task Force Recommends Revenue Options to Sustain Current City Services

November 30, 2018

On November 28, 2018, the City of Salem’s Sustainable Services Revenue Task Force recommended three possible new sources of revenue for City Council consideration. The Task Force recommendation included advice to consider phasing or timing one or more of the following revenue options: an operating fee, an employee-paid payroll tax, and a local gas tax. While a local gas tax is required to be submitted to voters, the Task Force also recommended the two other options be referred. A full report of the Task Force’s recommendation will be presented to the City Council in January 2019.

Proposed Wastewater, Water, and Stormwater Rate Increases

After receiving community input on the City’s estimates for revenue, the cost of services and capital projects, the budget committee will then develop a recommended budget for City Council to consider during a public hearing in June.
