A new low-barrier navigation center is in Salem's future in response to the shelter crisis. At their June 28 meeting, Salem City Council approved acceptance of a $5 million grant for development and operation of the project from the State of Oregon and the purchase of property the navigation center site.
A navigation center is a program where people who may not be eligible for other shelters for a variety of reasons can get shelter and intensive case management to help them become more stable and connect with additional needed services. It's done in partnership with the Mid-Willamette Valley Community Action Agency.
"This kind of program has proven on the national level to be exceptionally successful," Jimmy Jones of Community Action told the Council. He said it is an important step in the process of ending homelessness.
