Register for Permit Application Center Portal

The City of Salem has an online portal for licenses and permits. The Username and password are the same as City of Salem Utility Billing and Parks & Recreation sites. You must register to link your accounts in these systems to the permitting system.

How to register

  1. Open an Internet Browser and go to the City of Salem Permit Application Center website
  2. Click the [Register] button in the User Login area.
  3. Choose a unique username and password and complete all the fields on the screen.
  4. Be sure to mark the checkbox to accept the Terms an Conditions.
  5. Click the [Register] button.
  6. The system will send you an email message to verify your email address. When you receive the email, please click the verification link.
  7. If your email address already exists in our permitting system, your registration is complete and you can login.
  8. If your email address does not exist in our permitting system, staff will complete your registration and notify you within three business days.
