What is the Salem Public Library Strategic Plan?

In December 2020, the City of Salem sought proposals for a comprehensive strategic planning process to guide the Salem Public Library operations for the next five years in support of the Library's mission and core values. The Portland-based Coraggio Group was selected to develop the Library Strategic Plan  through a comprehensive planning process to include a situation assessment and review of best practices.  

The strategic plan will consider:

  • equitable access to the Library building,
  • services beyond the building to reach more of Salem,
  • the purpose of the collection and collection development policy, and
  • the context of community need and organizational capacity at the Library and within the City organization.

The strategic plan will be easily adaptable and nimble enough to be reviewed often: where progress on goals and objectives are tracked and measured annually, and where all budget and service decisions are traced to the goals of the strategic plan.

What's next?

Schedule. Steering Committee and community engagement work is currently ongoing. The timeline is in three primary phases of information gathering, clarity and process, then by 2022 implementation of the new plan begins.

Who's involved? To support this scope of work and desired engagement within our community, the Mayor appointed a steering committee of elected and appointed officials including Council members and various City Board Members and Commissioners. The Steering Committee will serve as a sounding board at key milestones and decision points. The Steering Committee will meet to consider preliminary findings and recommendations during the "Get Focused" phase. The first meeting of the Steering Committee will be an Equity Lens workshop on July 7, 2021.

Salem Public Library
Due to increasing COVID-19 infections, the City of Salem has postponed the public reopening of the renovated Main Library and the West Salem Branch indefinitely. A new opening date will be announced later.

Curbside Service is available by appointment Tuesday-Sunday. Library items can be returned any time at the outdoor book drop on the Liberty Street side of the building.

Virtual Library services are available 24/7. Download free eBooks, eAudiobooks, and movies, do research, find information, study and contact staff.
