The West Salem Business District Action (Action Plan) spanned from January 2014 to December 2015 with the purpose of engaging West Salem residents and business community, multiple city departments, engineering and planning consultants, and state and regional experts to identify the local transportation improvements and zoning refinement needed to encourage private development.
The Action Plan complements the Edgewater Transportation, Safety, and Access Improvements Project and the Salem River Crossing (The Third Bridge). The Action Plan was recommended by the
West Salem Redevelopment Advisory Board and approved by the City of Salem Urban Renewal Agency Board on December 14, 2015. The agency board also agreed to further understand the transportation recommendations and associated costs through the transportation feasibility study.
Transportation Feasibility Study
The West Salem Business District Transportation Feasibility Study concluded in November 2016. The study evaluated the undercrossing of Wallace Road NW at 2nd Street NW and accompanying local street connections and determined them to be feasible. Concerns exist related to local street connections adjacent to area businesses and Wallace Marine Park, as well as the financial cost of an undercrossing. Additional analysis is likely prior to further design. A grade separated crossing of Wallace Road NW at 2nd Street NW is necessary for safe multimodal connectivity and to permit blighted areas of West Salem to redevelop.
Zoning Code Clean-up Project
West Salem Business District Zone Code Clean-up will streamline regulations in certain areas along Edgewater Street NW, 2nd Street NW, and Wallace Road NW by removing overlays, and creating single zones that contain more flexibility for commercial and mixed-use development. The zone code clean-up seeks to implement the land use recommendations from the action plan, and it is consistent with earlier studies of the area.
