Salem’s zone classifications determine how you can use and develop your property. Before you make plans to build, develop land or use a property, you need to know the property zone and the zoning laws (Salem Revised Code Title X) associated with that zone.

• Base zone: Establishes the uses allowed on a property and the standards for developing the property.
• Overlay zone: A zone applied over another zone to set up additional restrictions. Overlay zones are used to protect special features of an area or promote specific types of development projects.
