Legislative Land Use Proposals

The City periodically proposes updates to the Salem Revised Code to implement new State laws and address issues and priorities that have arisen in the community. The City also proposes changes to the zoning map and Comprehensive Plan Map in response to directions from the City Council.

These changes are known as legislative land use proposals. They involve the creation, revision, or implementation of broad public policy generally affecting more than one property owner or a large number of individual properties. These proposals are initiated by the City, and the final decision is an ordinance enacted by the City Council.

Housing Code Project

The City is working on a new project - a Housing Code Project - that aims to remove potential barriers to housing development in the zoning code.
